The following topic of study has been identified by the Saint Paul Public Schools Board of Education for the Citizen's Budget and Finance Advisory Committee for 2003-04.  Below the topic of study are links on the Committee's recommendation regarding changes in ELL funding, and the District's response to the Committee's report. 

 English Language Learner Funding

Major changes occurred in the 2003 legislative session related to English Language Learner (ELL) funding.  Please prepare a comprehensive study of the changes that occurred in this legislation and the impact that these changes will have on funding for the ELL program.  The report should include, but not be limited to the following:

1.       An analysis of how the changes will impact student reporting for ELL

2.       The impact on funding for 2004-05 through 2008-09

3.       Recommendations for changes to the legislation that could or should be proposed by the district.

4.       Recommendations on the use of transition revenue through fiscal year 2008 in light of these changes and the overall budget picture.

5.       Recommendations for funding alternatives now and after the transition revenue sunsets.
