Citizen's Guide to School Finance
This web page is a "resource center" for community members interested in learning about school finance.  Click the links below to see detailed information on each topic.

Saint Paul Public Schools publishes Budget Guidelines every year that explain how each type of revenue source can be used to fund schools and programs.

The Minnesota Department of Education has a web site filled with school finance information and student achievement data.

You can view the Saint Paul Schools Budget Report  which contains budget data for all the schools and programs in the district.

You can view the Auditors' Reports  for the last two fiscal years which contain district financial statements and the independent auditors' opinions on those financial statements.

The Citizen's Budget and Finance Advisory Committee (CBFAC) advises the Board of Education on budget-related issues.  The committee meets monthly.  Click here for a list of meetings dates, times and locations.


 FinancingEDinMN.pdf   This document is a publication of the MN House of Representatives Fiscal Analysis Department. It describes in detail the three major categories of revenue to school districts: 1) state education finance appropriations, 2) state paid property taxes, and 3) property tax levies.
