Staffing Analysis:  Staffing costs account for approximately 85% of the expenses of the district.  Analyze student to staff ratios with comparisons to other schools in the district, other districts in the state and across the nation.  Probe some of the reasons for the differences.  Analyze administrative functions of the district and provide a comparison of staff to similar departments in other school districts or businesses.  Probe for reasons why the differences occur and the impacts on performance of the various departments.  This topic would specifically exclude labor relations and salary negotiations.
