Department Profile

The Office of Business and Financial Affairs coordinates the daily, monthly, quarterly and annual business operations of the school district. The office consists of five distinct departments:

  • Accounting Services
  • Budget & Payroll
  • Purchasing & Contract Services
  • HR/Employee Relations
  • Integrated Information Systems

The finance departments work together on a day-to-day basis to process cash receipts and disbursements in a timely manner, produce the biweekly paychecks for all district employees, and invest district funds and complete cash flow analysis to ensure adequate cash is available to meet disbursements. They prepare balanced revenue and expenditure budgets for all funds and annually certify the districts tax levy. They provide service to teachers, principals, administrators and vendors who need to access district payment procedures.

The accounting staff are organized into an accounting pool model that mirrors the organizational structure of the district. This allows the Business Office to assign accountants to work with principals more closely and allows the accountant and the principal to develop an ongoing relationship of knowledge and trust that has benefited both schools and the Business Office equally.

To help implement site-based decision making and budgeting in schools and programs, the Budget Department has developed a Per Pupil Funding Formula to allocate revenue to schools in a more fair and equitable manner. As a part of this effort, the department developed a very simple spreadsheet model for calculating and submitting the annual budget that simplifies the task for budget preparers and the budget office. It continues to be modified and improved to meet the needs of principals and site councils.

The Human Resource department works with sites on employee placements for qualified, effective and a diverse workforce.  It works with supervisors to ensure employees are meeting performance standards.  It also administers compensation systems that help retain the best employees.

The Integrated Information Systems department maintains the major automated systems that support the Student Information, HR, Payroll, Budget and Finance functions of the district.  This department provides user support and training on these major systems,  and also implements new systems as needed.
